Shutdown problem

When selecting Shutdown option from the left side Start
button, the OS starts to go through shutdown processing,
but instead of getting the 'safe to power off' screen, the
machine always goes into restart.

When I do this in 'safe' mode, shutdown works correctly.

I tried removing startup programs from the 'run' folder in
the registery but this hasn't helped.

I've installed SP4 to bring the OS up to date.
