I have a friend that installed windows xp.

When he is shutting down the computer he goes through the normal shutdown
for windows xp. But when it shuts down he gets "It is now safe to turn your
computer off? Rather than just shutting the computer off? I believe this use
to do it in windows 95? Then he has to hit the power button.

Is there a way when you go through the shut down procedure to just have WXP
shut the system down without the message?

Depends what type of power supply the PC has. If it is ATX then the
motherboard must conform to Microsofts power management standard to turn off
the PC after shutdown. If the PC is AT powered it will never turn off
without pushing the power button.
