SHUTDOWN ISSUES

I recently updated my Dell GX1'S to windows XP. However, whenever I go to
shutdown it ends all the tasks and says a message" It is safe to shutdown
now" at which point we must force shutdown by holding in power button. Is
there a way to force a shutdown totally first time??
