Shutdown doesn't happen - no error messages - I have to power off

When I try to shut down or restart my machine its as if I
have done nothing - it carries on and won't turn off
unless I power off which I've always been told is not a
good thing to do. This follows loading Service Pack 1
update from Microsoft. Restart doesn't work either. Nor
does Ctrl+Alt+Del. Anybody got a fix?
