Shutdown Command

Is there a way to remove the shutdown command from a Windows 2000 PC, but still leave the option to log off and reboot? Or is there a way to change the shutdown command to reboot a system? I am in an environment where I need the PC's to be left on all of the time, but the I would like the users to reboot there system.

You will need a group policy on the machines, and you can
select the options you want on the shutdown menu by going
to Start, Run, gpedit.msc
Not sure where in there it is, but it's there somewhere!
