Shutdown and rebooting problem

Although it's not a major problem, more a little
irritating all of a sudden Windows XP refuses to shut
down or reboot at the first time of asking.
This is happening on both PCs that I have, so I am
wondering whether a bug has been introduced via a Windows
update download.
Cannot find any reference to the problem in the knowledge-
based section.
Wondering whether this problem is unique to me, if not
can it be fixed?

Disabling the “restart on system failure” feature may permit the exact
cause to be isolated: Right-click on My Computer, click Properties,
click the Advanced tab. Under “Startup & Recovery,” click Settings.
Under “System Failure,” uncheck the box in front of “Automatically
restart.”

Since I have a WXP PRO shutdown problem - to wit, my machine restarts
instead of shutting down, I am seeking a solution that will enable
proper shutdowns. However, when I do the above directions (at least
that is my intention), I do not see startup & recovery under My
Computer>Properties>Advanced tab.

I do not have, and have never had, Roxio/Adeptec Easy CD / Direct CD.

Help me find the 'restart on system failure' check box so's I can
uncheck it please.

You should see 3 main sections on the Advanced page: Performance, User
Profiles and the third one: Startup and Recovery. Click the Settings button
to get to configuration screens where you will uncheck the box next to
"automatically restart."

Note: This change will not stop the error but instead you will get a screen
with an error message. Write that message down, it's a big clue that is
needed in the search for your shutdown problems.

Also check in Event Viewer (one of the administrative tools). Sometimes
errors that do not appear on the screen are recorded here.

Go to Control Panel | Performance and Maintenance | System | Advanced.
