This usually happens because a program is hung and doesn't want to quit.
Normally, if you want long enough (about a minute or so), Windows should
stop waiting and display a dialog that allows you to terminte the bad app.
You can also open Task Manager (right-click the clock, go to Task Manager),
and shut down the hung app.
