Shut Down

Any help will be appreciated:
My computer just started this, it will not shut down
or resart without me forcing it to do so, does anyone
know how I can get XP to shut down my computer or restart
it when I ask it to without having to force it to do so?
 
Open Help and Support and search using the word 'shutdown' (without the
quotes). Select the Startup and shutdown troubleshooter.
