How do I configure terminal services so I can either send
a cntl-alt-del to the remote machine to force a restart or
simply get the remote machine to display the restart
option in the start window? We need to remotely manage a
host and we will need to do restarts from time to time.

Thanks in advance.

You could use either "tsshutdn" or "shutdown" from the command line on the remote PC. Go to
"Start -> Help and Support" and search on both to get the proper syntax. In addition, the user can
do a "Ctl - Alt - End" key sequence in the Remote Desktop area and bring up the remote PC "Task
Manager". Then go to "Shutdown" and select either "Turn Off" or "Restart".

Additionally, as David Jones noted on 10 December 2002...

Alternatively, if the users need it on the Start Menu, just create a shortcut with the proper syntax
for tsshutdn or shutdown and pin it to the start menu.

There's also a "Windows Security" icon on the Start Menu when connected via RD (at least on SP1)
that launches Task Manager on non-domain joined machines and the
traditional security screen allowing password changes/shutdown/task manager/etc on domain-joined
machines
