Shut Down problemes

When I click "Start" / "Shut Down" / "Shut Down"
or "Restart" my computer do not "Shut Down" or "Restart".
Appears the labels "Saving you settings" "Windows is
shutting down". I hear the relay giving signal (order)
to "shut down" or "restart". The Desktop stays blank (blue
my collor)and no error message appears; I wait but nothing
happen; I have to manually shut down the computer.
I use the Window 2000 Professional Servic Pack 4 Version 5.
Please help me to solve this problem by E-mail.
