shut down problem

My computer has developed a problem during shut down, or should I say the
problem is that it won't shut down. I go to the start button, press shut down
and then select shut down from the dialog box but the computer does not shut
down. It will not change users or restart either.

HELP!

First make sure that the computer is completely virus/malware-free:
