Shut Down Problem

When I go to shut down sometimes, the sidebar will disappear (like it
should), but then the computer will just sit there and do nothing. If I try
to go to the task manager, nothing happens, so I cannot figure out what is
causing the problem. Any clue?

only thing I can think of is a processes kill command is stalling.
