Shut down default

Not sure if you mean powering off using the power button on the computer
case or shutting down using the Start orb on the Taskbar, but you'll find
lots of options for both methods in the Power Options aplet in the Control
Panel. You may need to click "Classic View" to see the Power Options applet.

Control Panel > Power Options > Select a Power Plan > Change plan settings >
change advanced power settings.
Select Power Buttons and Lid > Start Menu Power Button.
 
That changes default settings for the computer's POWER button and the
notebook's lid. If does not change the default action when you try to shut
down from the Start menu. That is what Jack asked.

Which part of "Start Menu Power Button" don't you understand? It is one of
the THREE options that are there. One is for lid, one is for the computer
power button, START MENU power button is for the button on the START MENU.

There is possible to change that default.
I wonder though, why there are less choices for selecting default then the
menu choices available?
For example there are missing: Restart, Switch User etc.
Why Microsoft likes to decide what is the best for the user??????

I agree. My Vista installations are on a multi-boot test computer (using
the fabulous BootIt NG) and almost always I want to restart and boot
another OS.

Actually, what I would really like is for the default to be the same as
was selected the previous time (I use classic start menu, BTW). This is
what Windows 2000 does, IIRC.
