My computer cannot do a shutdown or a restart if it had gone into "sleep"
mode since the previous shutdown. The only way to then shut it down is by
using the power off switch on the computer. Has anyone seen this? What have
you done?

You do not mention what type of PC - desk or laptop - nor any other
specifics.

In light of that you might try this...
Control Panel|POWER OPTIONS

For the plan being used, click on "Change Plan Settings"
Click on "Change Advanced Power Settings"
Expand the SLEEP tree by clicking on the + sign
Expand the HYBRID SLEEP branch by clicking on its + sign
Choose OFF
OK your way out of the dialog boxes

The computer is a new "designed for Vista Home Premium", core 2 duo E6600,
2GB RAM machine.
The disabling of Hybrid Sleep does not fix the problem. The computer freezes
