showing pictures in box filled with red "x"

On some Web pages, where a picture is supposed to show,
instead a red "X" in a box is shown. The "show picture"
button merely changes the symbol shape in the box, but
does not show the picture. What needs to be done in
order to see the picture. Thank you.
