Show public folder contacts in the contacts tab

I have a public folder on Outlook 2003/Exchange 2003 for shared contacts.
When I click on the contacts tab, it only shows my personal contacts folder
in the list of address/contacts. The address book shows fine if I do a new
email and choose the 'To' field.

I"m not sure what "contacts tab" you're referring to.

From the main screen of Outlook 2003 there are the items listed on the left,
like 'Mail', 'Calendar' , 'Contacts' & 'Tasks' etc. If I click the Contacts
one, there is a section called 'My Contatcs' which shows me two list one
mine, and one for another user I have access to (this is just above the
'Current View' header. How do I get the Public folder contacts to appear in
the 'My Contacts' are at the top left?

Ah, you mean the Outlook 2003 navigation pane. You need to add the desired folders to Public Folders\Favorites.
