Shortly after activating a pop3 em acct. browser stops working.

Shortly after activating a pop3 em acct. browser stops working on that user
account. Log on to other user account browser works.
affected account resumes working when em account is removed and machine is
re started.

Two computers and two printers locally networked running xp pro.
user accounts are the same on each machine and password protected.
 
what exactly does 'stop working' mean? what browser are you using?
