I can put shortcuts on my desktop by right clicking from the proograms menu, but when I double click them on the desk top, they don't work, window pops up and says can't locate path and I may not have permissio

Instead of creating the programme shortcut on desktop by selecting the
appropriate item on the Context Menu, i.e. letting the computer to find the
path, try creating one manually. Rt. click an empty space on Desktop >
Shortcut. Follow the prompt, browse down the folder tree to locate the
programme, put in the path yourself, and proceed from there.

Is there any reason this file has acquired special privilege status?
