Is there any way of restricting the use of the properties menu or find target
button on shortcuts using Group Policy or even the registry? I need to
prevent users from navigating the C: drive on computers in Active Directory.

Any help would be appreciated.

Yes there are settings in Group Policy that can help. They are "user"
configuration settings so they will apply to the users within the scope of
management of the GPO. Look under user configuration/administrative
templates/Windows components/Windows Explorer and user
configuration/administrative templates/desktop for your options. Context
menu restrictions can remove some menu settings and you can also hide and
prevent access to drives. Be SURE to read the full explanation of each
setting and try them as a test user and beware that the hide drive setting
and maybe prevent access to drive setting may not work if the user can gain
access to a command prompt to navigate. Ultimately you need to use NTFS
permissions to restrict what folders a user can user and at what level of
permissions.
