Shortcuts to Folder Will Not Open

I have a problem with shortcuts I create for folders.
Whenever I make a shortcut to a folder (using right-drag)
and the double click it, the folder does not open. I see
an hourglass for a few seconds, then nothing. Does anybody
know how to correct this?

Sorry, I have already posted this question, but not gotten
a solution to the problem.

Doubleclicking a folder in Explorer works fine. Open is
listed in bold in the context menu.

This did not fix the problem:
Download and run the .LNK file association fix from
Doug's site:

And this didn't fix it either:
Enter in cmd window:
"regsvr32 BROWSEUI.dll"
regsvr32 /i shell32.dll"
regsvr32 shdocvw.dll
 
It not a common problem. Searching google for other posts or web pages using
"folder shortcuts" hourglass
gives a habdfull of results - of which your previous posts are the majority of hits. You can try this with other terms, eg
"shortcuts to folders" "doesn't work"
as searching is only useful if you search on terms people actually use (folder shortcuts are only in Win2000 or later - 95/8 used ordinary shortcuts).

Perhaps forcing a normal shortcut to a folder will work. The procedure is create a shortcut, then create a shortcut to the shortcut. The second shortcut is a normal one (and thus won't cascade if on the All Programs menu). I do this by dragging with the right mouse button.

If you right click on the shortcut and click on properties/the shortcut
tab/the target box, does it have the correct path to the file? What happens
if you use "create shortcut" instead of the drag?
