Shortcuts on desktop disappearing

I have 40 users connecting to my terminal server and I
have created shortcuts in the all users desktop but it
will not save. The become missing after the session has
ended. I have tried to do it in their indivdual profiles
and the same thing. I have a second terminal server that
I have done the same thing with and it keeps the shortcuts
without any problems. Any suggestions? I have noticed
the only shortcuts I am dealing with is Internet Explorer
for intranet websites.

The terminal server might be deleting cached profiles when
the user logs out. Try turning this feature off through
group policies.
