Shortcuts follow file

I have had incidents where a shortcut's target
automatically follows a file when I move the target file
to another folder and even rename it. I can't reproduce
this behavior at will. Does anyone know under what
conditions this happens?

I've seen this in XP too. May just be my imagination but it seems to happen
when moving files with a right click drag.
