Shortcuts don't have a right-click menu "Properties"

I have an old children's game that installs ok, but creates shortcuts that I
cannot get the properties from.

The properties item just does not show up in the right-click menu.

Odd.

I would create another one from scratch, but I do not know what parameters
are included in the original, because the properties cannot be accessed.

Is this a bug, or are some shortcuts legitimately created to deny access to
their properties?

What hapend if you copy the original shortcut?

I tried that already. I get a copy of that shortcut, which ALSO yields no
r-click Properties.

I'm still not sure if this is supposed to even be possible in the first
place, or a bug, a compatibility thing, or what.
