Shortcut to ITEM doesn't work in a TASK

I am using Outlook 2000 in Win2K SP4 - purely as a PIM not as an email
client, and I have User privileges only

If insert another Outlook item into a task as a shortcut, the icon is
displayed but clicking on it, or R-click and "open message object" does not
work - nothing happens. Inserting the item as an attachment or text works
fine as does inserting a shortcut to a document on the file system, rather
than elsewhere in the PST.

Shortcuts to Outlook items work OK in other items - appointments, contacts
etc work, the problem is JUST shortcuts in tasks.

Can anybody help? Suggestions gratefully received.
