Shortcut Menu bar

I can't make the shortcut menu bar stay alive. I:n Access 2003 from the menu
Tools\Customize\ and check on "Shortcut Menus". If you then hit the "Close"
button or select Properties - it disappears.

I guess I'm doing something wrong. How does this work?

That box is only for displaying the Shortcut menus to implement changes to
them. It does not leave them displayed when you exit the customizing
interface. By definition Shortcut menus are displayed as appropriate when
you right-click on something. If you want a menubar that is visible at the
top of the screen then it is not a Shortcut menu.
 
Thanks for the reply. This then is an option for a user to customize what
appears on a shortcut menu. This includes custom menus.

I'm part of a team building an application and we will create our menu.
Someone had the thought that we could do it using this feature.
