Shortcut keys stop working

I set up shortcut keys through the properties dialog for various icons
on my desktop. They work when I test them. But the next day, or the next
week, they no longer work.

Examining the properties of the icon, I find that the shortcut key is
still defined, but it just doesn't work. Removing the shortcut and
adding it back causes the shortcut to work again--for a while.

I have this problem both under Windows 2000 Professional and Windows XP

If by that you mean "do the icons in whose properties I placed the
shortcut key definitions have small arrows in their lower-left corners",
then yes.

As far as I know, the property sheets for icons without arrows don't
even have a Shortcut tab on which to configure shortcut keys.

There was a problem with a particular update when people took the arrow's of shortcuts, in a non approved way, off them (See Q126631 for the MS reccommended but non approved way). Hotkeys stopped working. Although this was on 98 and involved some shell update which from memory also applied to XP.

No, I haven't removed any arrows.

I have run into that, and what I found was that I was
actually creating a shortcut (to a shortcut) instead of
the actual program itself. When I moved the original
shortcut, the second one quit working.
Just an idea.. but try going right to the location of the
program and right-click dragging it to where you want the
sortcut, then create the shortcut.
I have never had one of those NOT work.
