Shortcut finding moved file

I want to do the opposite of what bonv was asking in "Shortcut broken after
moving file". We have a list of files that have the revision letter in the
file name. When we get a new revision, the file name changes from
"File-B.txt" to "File-C.txt", and File-B.txt is moved to an archive folder.
However, when we move the file, the shortcut will automatically search for
File-B.txt, and display the wrong revision.
Is there a way to stop the shortcut from searching for the moved file, or
even better, to ignore the rev letter and just display the file? The
simple answer is to change the shortcut, which is easy enough to do but
they're on remote computers and the administrator doesn't want to get out of
his chair.
Note that we're using Win XP Pro.

One work-around is to put your file in a folder and create the shortcut
to the folder. It will cause one extra click, but will get the job done.
