shortcut fails to open program

I have a shortcut to an Access application, but often nothing happens when I
double-click it. The hourgless appears for a moment, then goes away. But
nothing happens, Access doen't start and my application doesn't come up.

I am using xp professional sp3 and Access xp sp3

Any ideas why this happens?

Is the shortcut target simply pointing to the mdb file or?
Do you have to do anything, eg reboot, in order for it to work?
 
The target of the shortcut is the database, as in:
"T:\Master Database\PDA_Database.mdb"
Start in :"T:\Master Database"

(One thing I don't like about this is the space in the directory name. I
have had other problems solved by taking out spaces in directory names, but
this is referenced by too many others for me to just remove the space in this
instance)

As for what I do when it works, I can't answer, it works sometimes seemingly
without explanation.

In Windows Explorer right click on PDA_Database.mdb and select Open
with. What shows up as the default file association?

Is T: a network location? and if so are you able to browse that location
when the shorcut fails?

The space doesn't matter as long as you have quote symbols around it.
