Shift+ScrLk Woes

Having a perverse keyboard issue w/ an IBM R32 running on
Windows XP Pro... the numlock defaults on. Toggling the
numlock on/off has no effect... you must press
Shift+numlock(ScrLk) to toggle it off. Resets back every
time you reboot, so it has been set as a default
somewhere. Anyone know where/how I can change this
default setting?
