No, it can't. To try and retrieve your deleted files, you would want to use
an undelete utility. These are commonly available for free, and work on the
premise that the space the file formerly occupied has not been overwritten
with new data yet. Once that has occured, recovery requires more extensive
(and expensive) work with dedicated forensic tools by someone who knows what
they are doing.
Depending on what you mean. Try Ctrl + Z (undo). To others who answered Shift + Delete (win 3.1) = Ctrl + X (95/NT4+). Anyway Shift + Delete put whatever it is on the clipboard so you can Shift + Insert (Ctrl + C) to paste it.
You might be able to use a third party app like this one http://www3.telus.net/mikebike/RESTORATION.html to recover files that are
deleted from the Recycle Bin or as in your case deleted by-passing the
Recycle Bin
