The taskbar icon does not come back at the close of the
main explorer.exe. When developing a shell extension you
might end explorer with the Task Manager (or other
crashing app) and restart it (or have it restarted for
you) for the main instance (i.e. the one createing the
desktop and taskbar). In these times all end-users I
deal with expect the tray to return to the same state it
was in before a restart or crash caused it to disappear.
