Can I use the Visual basic sheet settings to mandate that something is text
format, so that Excel will not interpret 3:13 or 64:42 as a time?

Please Help if possible, and show me how i may apply this to a specific
column in a worksheet

Format the column as text -

-Format -Cells- Select "Number" tab - select "Text"

No. You can use an event macro, like that at

http://www.cpearson.com/excel/DateTimeEntry.htm

to convert the entries AFTER XL's parser has interpreted them, but
you can't change how the data is parsed.
