SHDOC.VW.dll files

I get a prompt message saying "a SHDOCVW.dll file has
either been moved or erased". How can I restore this
file? It will allow me to boot up, but will not allow the
icons to appear nor the task bar at the bottom of the
screen. It does it with each user and only allows me to
get into some files through the task manager. It does not
allow me to get to the internet. Please help.
