Sharing ZIP Discs Between PC & Mac

I've found that sharing ZIP discs between Macs and PCs is
only possible if you format the discs in either "FAT" if
you do it in the PC or "MS-DOS" if you use the Mac. Why
won't it work with Fat 32 or NTFS?

Why wouldn't you ask this in a Mac forum? Whatever a Mac can or cannot read
is governed by the capabilities programmed into the setup or add-on apps
Apple includes that allow for such capability and has nothing to do with
Microsoft or Windows or the various file systems under which Windows runs.
This is strictly up to Apple.
