Sharing Tab missing after upgrading 98 to 2000

I am trying to get my network up and running but in the
networking tab of each network card the sharing tab that
is normally there is missing. I want this feature so that
I can share my internet connection. ANyone know why it is
missing or how I can get it to be dispalyed?
