What is the best way of maintaining one copy of contact
information that can be accessed by all the users on the
network?

I tried installing Business edition of MS Server 2003 with
MS Exchange and Outlook 2003, and put the contact
information on Public Folders. I have multiple contact-
folders under the main Contact-Folder. This setup worked
but it won't allow me to do search accross sub-folders or
multiple folders. I can only do search on one folder at a
time.

A public folder is the best solution. The searching behavior is by design.
You may want to rethink why you're using subfolders and switch to categories
instead.
