Sharing Internet over the Network.!!!!!!!!!!!

Hello to All,
I am using Bus topology (3 Users) I want to Share
internet only with one user and want to control the speed also. I am ICS
host and i want restricted use of internet over the LAN. How i do this in
Windows XP Professional. Some one told me to use Proxy servers.

Please Reply me.

This may be alot of work for one user, but there is
builtin bandwidth restriction settings in ISA server 2k.

Hope this may help out a bit.
