How can I set up one common set of favorites such that
all the different users accounts on my network will
access it when they use IE?

Change the Registry keys on all users so they access a set of
favorites in a common place.

You can change the value of Favorites in the Registry in these
two keys: (ignore the second if the value is not there)

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

As Alan said. Here is more information, if you're running XP Pro and wish to
sync the favorites across the systems:

Share your Internet Favorites with other systems in a Workgroup:

Additional Tip:
Establish a common Links Folder by redirecting the Links folder path in
Windows XP:

(This achieved without redirecting the Favorites path)
