Export your contacts to a .pst file (personal folders) and save it on a
floppy or a network drive. Then, the other person can import the files into
their Outlook.

Since the OP said:
better yet how do i transfer everything.

advising him or her to export may not be the best way. If the OP's delivery
location is an Exchange server, then, yes, exporting to a pst is appropriate
(but the recipient shouldn't Import the Contacts, or whatever contents s/he
wishes to transfer, s/he should just Open the pst file), but if the delivery
location is a pst file, then the best way is simply to copy the pst file to
the other person's PC and just open it. No import needed.
