Sharing Contacts

We have Outlook 2003 and an Exchange Server. I created a folder under
Contacts which has email addresses for a particular client that I would like
to share with a few others in the office. I have gone to the properties of
this particular contacts folder and added the people I wanted to have access
to this folder. The problem is that when they "Open Shared Contacts" they
view my MAIN Contacts folder (even though this folder did not give them
sharing permissions), NOT the folder I want them to view. What am I doing
wrong? Any help or ideas would be greatly appreciated.

Why not put that Contacts folder in a Public Folder instead?
 
Because the individual user does not have the rights to create a public
folder. Only the Administrator has rights to create a public folder and we
would like to be able to share a specific contacts folder without having to
go through the administrator every time if this is possible.
 
To allow access to a shared folder that isn't one of the folders listed on
the File | Open | Other User's Folder dialog, the Exchange mailbox owner
needs to grant "folder visible" permission to the root of the mailbox and
any other parent folders of the shared folder, as well as appropriate
permission -- at least Reviewer -- on the shared folder itself.

The user who needs access then goes into Tools | E-mail Accounts or Tools |
Services (depending on the Outlook version), brings up the properties for
the Exchange Server service, and on the Advanced tab, adds the mailbox.
