SharePoint top link bar has vanished!

A co-worker deleted a form library and now the top link bar (SharePoint Top
Navbar) does not show up on our site. I can't even create a new one in
FrontPage. When I do recreate it, and it looks like it's supposed to, I save
the page and go back to the site. I refresh the page, and still no link bar.
So, back to FrontPage -- guess what -- the link bar is no longer there, just
the standard placeholder (+add link).

Any suggestions before I have her recreate the site? And why would deleting
a library hide/disable the link bar?
