SharedAccess service is missing

After installing Windows XP SP2 I tried to set up the firewall and failed. It
seems that my SharedAccess service is not running and I can't start it. It is
not installed.
How do I install the sharedaccess service?
Why is it missing from my SP2 package?

I am a bit confused here. If you cannot start the Windows firewall in SP2,
then where can you start it?
Windows XP SP2 includes a built in firewall. Does it not?

I apologize. Somehow did not notice the link.
However, the link describes the case where the sharedaccess service is not
running and needs to be tweaked in order to to start.
In my case, I can't start the service because it is not even installed.
The sc query command shows:
C:\>sc query sharedaccess
[SC] EnumQueryServicesStatus:OpenService FAILED 1060:
The specified service does not exist as an installed service.
C:\>
How is it possible that the SharedAccess service (also referred to as ICS
service) is not installed? any ideas?
