Shared Workbook is locked

Why does a shared workbook get locked so other users can not get into the
excel workbook. Are people closing the workbook wrong?

Probably because they are trying to access the same cell and / or data at the
same time.

The user who is locked out will have to wait until the Workbook is,
"released" by the other user before being able to access / update it.

This means that changes to data within the Workbook are made in a controlled
manner and is how I would expect the software to operate.

Unfortunately this is not my problem. I did not give enough detail. People
edit the shared workbook and save it to the shared netword and then closes
out of it. Then when I open it to double check the work I can not. It will
not even open. Everyone is out of the workbook. I went around and hit CTRL +
ALT delete to bring up the task manager to make sure no one is running
excel.exe on their PC. I get an error message. The file is locked or
corrupted. I can never seen the excel spreadsheet. This is my issue. There is
nobody in the shared excel sheet either.
