Shared User Profile

How can I make it so that anyone who logs into a PC will
use the same user profile? This way I can create one
user profile per PC.
 
Put whatever you want all your users to have in common in the all users
folder under documents and settings. Everybody will have a unique profile,
but it will include everything in all users.
