Shared Names ? - C$

Here is a description of the problem:

When I pull up properties for the C drive, and go to
Shares. There is a Share Name: CC. There is NOT a share
name called C$. According to Cisco there needs to be a
share name called C$ for my application to run. I tried
to add a new share called C$ and the system lets me add
it, but within a minute it is gone, it just disappears.
Basically the system is not letting me add a new share
named C$.

Is there something setup on the system which is not
allowing me to do this, and have you ever run across this
problem before? Any kind of feedback will be helpful,

They are already there by default,...they are also *invisible* and will not
show in Network Places when you browse. They are called "Administrative
shares". It has been that way since NT.

It is only DOS, Windows 3.1, and Win9x that do not have them.
