Shared folder access requires Admin privs

I have set up a folder on a W2000Pro system so that is is shared, and given specific persons on a domain Full access to that folder. However, I find that those users cannot access the folder unless I first make them Administrators of this workstation. Making them Users or Power Users doesn't work. I don't want them to be admins. How can they access this folder without being made admins of the workstation?
 
All you need to do is to grant them a local user account, then give them
share level permissions. By default the NTFS permissions should be Everyone
Full Control, so if you assign them at the share level you will be ok.
