Shared documents not being updated and can be edited by 2+ users

I am working on a shared server. We have several excel documents, mostly
created in Office 2003. We are now running 2007. All of the documents open
and if more than one person has a document open, additional users receive a
message saying that the document is locked for editing, so it's read only.
This applies to all excel workbooks except one. This exception is causing
havoc, as only some of the changes are being saved, no one knows who else has
the document open and lots of work is being lost.
Is there a way to change this within the document settings? As I say it only
applies to one document of many that we share.

Although I know this probably won't solve your problem directs,

In support of Karl's comment, here is a pretty complete list of the features
which are lost when you go to Shared Files, as in some cases the workarounds:

You can access the following features only if you stop sharing the workbook.

You cannot use shared workbooks (shared workbook: A workbook set up to allow
multiple users on a network to view and make changes at the same time. Each
user who saves the workbook sees the changes made by other users.) on Web
servers.

Create lists (list: A series of rows that contains related data or a series
of rows that you designate to function as a datasheet by using the Create
