Shared Database Performs Poorly

I have an Access 2000 database that contains tables only
and resides on a network drive. I have another Access
database that contains everything but the tables with
links to the tables in the shared database. The app
database resides on a few local machines. Some are
running Access 2000 and some are running Access 2002.
The app database has been recompiled on each machine in
the appropriate version. When one person is on the
system, everything runs fine. As soon as another person
goes into the system and opens a form, even if nothing is
being run (like a query) at the time, the system slows
down significantly. Forms that opened right away before,
now suddenly take several minutes to load. The default
open mode is set to 'Shared', default record locking is
set to 'No locks' and 'Open databases using record-level
locking' is selected. Any ideas why the performance is
so bad and what I can do about it? Thanks!
