Shared contacts using POP

All throughout our organisation, we have all POP clients.
Therefore, we are not running Exchange. My question is:
is there a way to share a contacts folder for everyone in
the organisation to see a general contacts list?

ie. We want to put all internal staff on a contacts list
that everyone in the organisation can see and use. It's
very easy to do using Exchange Server, but I'm unfamiliar
with POP.
