Shared Contacts Total Items Discrepancy

I have a client that is on a SBS2003 domain running Exchange Server. They
have 2 shared contacts folders. Most or all users are showing different
amounts for total items in those contacts folders. For example, one may have
300 Items in contacts, and another may be way off and have 450 Items in
contacts. What causes this and what do I need to do to correct it? Please
note, that I have made certain that they were not operating in "cached" mode
and have tried to get it to sync with the original folder, but to no avail.
Any help would be greatly appreciated.
 
Can the visualization be customized or filtered and they are not seeing all
the items?
 
I checked the filters on one of the workstations having the problem and no
filters are being applied to the view. Is there something in Exchange that
could cause this problem? Both contacts folders are public folders with only
specific users having permissions to view, edit, etc.
